CRIME AND CRIMINAL TRACKING NETWORK & SYSTEMS (CCTNS)

The Government of India has formulated the National e-Governance Plan (NeGP) with the vision of providing all government services in an integrated manner at the doorstep of the citizen at an affordable cost. Crime and Criminal Tracking Network & Systems (CCTNS) has been approved as one of the Mission Mode Projects (MMPs) under NeGP

CCTNS aims at creating a comprehensive and integrated system for enhancing the efficiency and effectiveness of policing through adoption of principles of e-Governance and creation of a nationwide networking infrastructure for evolution of IT-enabled-state-of-the-art tracking system around ‘Investigation of crime and detection of criminals’. CCTNS will cover all the Police Stations in the States/UTs, and also the Circle offices, Sub-Divisions, District Headquarters, Range headquarters, Zonal IG offices and State/UT headquarters

Objectives of Project ‘CCTNS’

The objectives of the Scheme can broadly be listed as follows:
i. Make the Police functioning citizen friendly and more transparent by automating the functioning of Police Stations.
ii. Improve delivery of citizen-centric services through effective usage of Information and Communication Technology.
iii. Provide the Investigating Officers of the Civil Police with tools, technology and information to facilitate investigation of crime and detection of criminals.
iv. Improve Police functioning in various other areas such as Law & Order, Traffic Management etc.
v. Facilitate Interaction and sharing of Information among Police Stations, Districts, State/UT headquarters and other Police Agencies.
vi. Assist senior Police Officers in better management of Police Force
vii. Keep track of the Progress of Cases, including in Courts.
viii. Reduce manual and redundant Records keeping

e-services envisaged

i. Complaints/information to the concerned Police Station.
ii. Status of the complaint or cases registered at Police Station.
iii. Copies of FIRs, post-mortem reports and other permissible documents etc.
iv. Details of arrested persons/ wanted criminals and their illegal activities etc.
v. Details of missing/ kidnapped persons and their matching with arrested, unidentified persons and dead bodies.
vi. Details of stolen/ recovered vehicles, arms and other properties.
vii. Submission of requests for issue/ renewal of various ‘No Objection Certificates’ (NOCs), clearances and permits and status of requests online
viii. Verification requests for servants, employment, passport, marriages, senior citizens registrations etc.
ix. Portal for sharing information and enable citizens to download required forms/ certificates etc.

Scheme has been approved by Cabinet Committee on Economic Affairs (CCEA) as well as the Planning Commission as a 100 per cent Centrally Sponsored Scheme to be implemented during the remaining part of the 11th five year plan period (2009-2012). Following these approvals, the first installment of funds has already been allocated to our State and would be released as per the guidelines. The Government of Tamil Nadu has passed a G.O (Ms) No.871 Home (Modern) Department Dated 09.10.2009 for the implementation of CCTNS in Tamil Nadu.

Memorandum of Understanding (MoU)

As required by the Ministry of Home Affairs, Government of India, Memorandum of Understanding was signed by the Government of Tamil Nadu on 16-10-09 vide letter No.111994/Modern/08-09, Home(Modern) Dept, Dated 15-10-2009 for the implementation of CCTNS.
